(Vi) ao Estado todas as mídias de massas. (Vii) toda produção planejada pelo Estado. (Viii) todos serão obrigados a trabalhar. (Ix) populações distribuídas via medidas estatais independentes de quaisquer padrões burocráticos impostos por relevância geográfica (país, nação, cidade, município, etc.) - dominando assim o Estado sobre o Estamento. (X) educação gratuita e práxis de dogmas oficiais: crenças, modelos, doutrinas e outras 'virtudes'. Os autores reconheceriam, anos mais tarde, que num Estado co-existe um conjunto de indivíduos com controle sobre bens e serviços. No Manifesto, aduzem que, se o indíviduo existir,não poderá haver comunismo nem socialismo.
